Technical Services Division

The Technical Services Division (TSD) develops valuation policy and procedures within AVSO. It supports AVSO with oversight of valuation work products, GIS mapping services, the administration of valuation systems, and special valuation-related assignments serving Department bureaus, offices, Indian tribes, and Indian trust beneficiaries.

Areas of Responsibility

• Quality assurance inspections
• Assisting client services teams in the development of quality control plans
• Development of technical appraisal and valuation policy
• Review of internal and external policy developed by others including proposed legislation and testimony
• Serving as technical valuation authority for the Department
• Providing internal and external valuation education
• External compliance inspections where valuation is an issue
• AVSO case management and reporting systems
• GIS mapping services, including but not limited to the following:
  • Mapping of subject parcels and comparable tracts (sales/leases)
  • Spatial analyses resulting in land use classification, soil metrics, and other property characteristics
  • ArcGIS Online web maps and applications
  • Mobile ArcGIS applications (Collector for ArcGIS) for field inspections
  • Proximity analyses
  • Cartographic outputs for contracting packages and other reports
  • Enterprise GIS data management
